The North Palm Beach C.C. “Hard Card” - Tournament Rules and Regulations

USGA Rules of Golf Apply: Play is governed by the Rules of Golf effective January 2023, and where applicable, by the following Local Rules and Terms of the Competition. The “Committee” is the professional staff at North Palm Beach C.C.

Local Rules: North Palm Beach C.C. will play Preferred Lies in the Fairway in all events. Since our Bunkers do not have rakes, players that have a ball in a disturbed area are entitled to move their ball to the nearest point of relief, without penalty. They then may place the ball and play from that spot.

Penalty Areas: All penalty areas at North Palm Beach C.C. are marked as Red Penalty areas. They are defined by red lines. Additional Ball Drops are available on holes #7 and #17.

Out of Bounds: Defined by nearest inside edge (course side) of white stakes at ground level. Also defined course side edge of all perimeter fencing when tied into white stakes.

Pace of Play Policy: A “Tournament” standard rate of time for groups in a foursome at North Palm Beach C.C. is 4:15. For a threesome the “Tournament” standard rate is 4:00. Lead groups will be considered out of position at any time they exceed the standard rate of play. All additional groups will be considered out of position when falling at least one hole behind the group immediately in front of them, while at the same time exceeding the standard rate of play. It is the responsibility of each player in the group to know when they are behind and out of position.

Slow Play Timing Procedures
: When a group or individual will be timed, all players in the group or the specific individual will be informed. Timing of a player will begin when it is clearly his/her turn to play and can play without interference or distraction. A player will have a maximum of 40 seconds to complete his/her stroke. It is reasonable for a player to take a few extra seconds for a trouble shot. The player who plays first from a given area (ex. The teeing ground, approach shot, putting green) has an additional 10 seconds for preparation. Any player being timed will be informed as soon as practicable. Penalties for violation of slow play will be applied individually as follows:

First Offense: Warning

Second Offense: One Stroke Penalty

Third Offense: Disqualification

Note timing of individuals will end when a group is no longer out of position.

Player Code of Conduct: Any Member deemed guilty of conduct unbecoming while participating in a North Palm Beach C.C. tournament shall be subject to suspension/or permanent disbarment from club tournament play. Examples of conduct unbecoming may be: Club Throwing, Golf Course Abuse, Excessive Cursing, Verbal Abuse of Other Players or Staff, Poor Golf Etiquette. Any player who breaches the Rules of Golf in effect for the conduct of such event shall be subject to the penalties provided in such Rules as well any other penalties imposed by the “Committee”.

Scorecards: Scorecards MUST be signed and certified. They must be returned to the designated scoring area. For the purpose of applying rule 3.3(2), a player’s scorecard is treated as returned when the player leaves the scoring area.

Procedures for Bad Weather and Suspensions of Play: A suspension of play for a dangerous situation will be signaled by one long blast of the Club Siren. Players are not allowed to attempt to complete a hole. All other suspensions will be signaled by three short blast of a horn. Players are allowed to complete the hole if they wish to. Resumption of play from a Dangerous Situation will be signaled by the clubs’ siren. Resumption from any other suspension will be two short blasts from a horn.

Tie Breaking: Tie breaking will only take place for ties for first place in any of the five major events. Ties will be broken by sudden death playoff starting on the designated hole. The format of the round or last round will be how the playoff is conducted.
