Public Right-of-Way Permit

Right of Way Permits (ROW Permits) are revocable licenses issued to individuals, utility companies, governmental entities and businesses that allow for occupancy of the Village’s rights of way for permanent or temporary improvements or activities.  The Village of North Palm Beach requires a Right-of-Way Use Permit for any work performed within or affecting the Village’s rights-of-way. This work includes, but is not limited to construction, access to and/or special use of the right-of-way for such purposes as:

  • Exterior building work that blocks part of the Village street or sidewalk
  • Paving and striping work in right-of-way
  • Utility work in right-of-way

Checklist

  1. Current site plan showing: 
    1. All adjacent property lines and applicable easements 
    2. Location of existing driveway indicating dimensions and material 
    3. Setbacks of the driveway to property lines 
    4. Location of existing culverts and swales 
    5. All streets bounding the property 
    6. Location of all buildings on the property 
    7. Location of the existing water meter 
    8. Location of existing sewer cleanout 
    9. Arrows depicting existing water flow patterns covering the entire property 
    10. Location of existing sidewalk indicating dimensions and material 
  2. Construction drawing showing: 
    1. Driveway dimensions, location and material 
    2. Backout width and distance (commercial only) 
    3. Handicap access (commercial only) 
    4. Striping and the number of spaces (commercial only
    5. Culvert size and type 
    6. Invert elevations 
    7. Sewer main & lateral material type and location 
    8. Water main & service material type and location

Process

After your Right-of-Way Permit is approved, you will receive an email confirming the approval. Please note that work cannot begin until a permit is both approved and issued

Right-of-way permits are valid for a maximum of thirty (30) calendar days from the date of issue. Permits may be extended in thirty (30) calendar day increments prior to expiration. To file an extension, please complete this form Public Right-of-Way Permit Extension Request.

Additional work not authorized under the original permit will require a new permit or modification of the existing permit.

The contractor shall notify Public Works at (561) 691-3440 48 hours prior to starting construction by submitting the 48 Hours Work Start Notification.

Within forty-eight (48) hours of the job's completion, the applicant shall complete the Notice of Completion form and call the Public Works Department at (561) 691-3440 to schedule a final inspection.
